What's "base radius" and "tip radius"?
Tip radius is the distance from the center to the farthest handle. Base radius is the same for closest handle. Can you suggest better terms?

Yes, although "of points" is just redundant, I removed it.

First of all, what do you mean by "layer"?
This is for the future. We will (hopefully) soon have layers support. In SVG, layers will be represented by <g> as are groups, hence the messages.
Taking a look at the sources it seems that what we really mean by these 3 strings is something like "objects with different parents". Probably these strings could be worded a bit better.

No. You can raise/lower a grouped object (or an object in a layer) within it's group/layer, not within document root (try it).
The "raise" string talks about "different groups", which does not apply to this case.
I think it's correct. When you select objects with different parents, it's ambiguous where to raise/lower it, hence the message.
If you select a grouped item with Ctrl, you can't group it together with an ungrouped item, but you can group the group itself with that ungrouped item (right?).
No. You cannot even select a group and an item within that group at the same time, there's a check for that. When you have a group selected and try to select an item within it, te group is deselected, and vice versa (try it).

They are OK, but then I can't see why it's called "sharpness". (If someone starts to move the inner handle along a circle, he will possibly be surprised to see the resulting objects have the same "sharpness".)

I see it now. What I tried was to raise only 1 item of a group (after Ctrl+clicking it), and Inkscape did not raise this item above an ungroupped object -- but this was a bad thing to test with, because Inkscape does not give this message then. Only with multiple selection.
The point I was trying to make with all this is that we are talking about "different groups or layers", but those objects do not both have to be in a group, and we have only 1 layer in Inkscape right now. So if you take a root-level, ungroupped object and try to group it with an already groupped single item, then it's strange to receive this message telling that they are from a different group (one of them is ungroupped) or layer (there's no layer).
