Is there a point in the development timeline when non-working features should be disabled in order to (temporarily) resolve non-critical bugs?
I'm thinking of the Save with media to zip archive feature ( https://bugs.launchpad.net/inkscape/+bug/168533 ), but perhaps there are others. My feeling is that removing such things is a good way to improve the 'fit-and-finish' of the release...

Agreed.
Now is a good time to start discussion about cutting broken features. Technically we have until the end of the bug hunt phase for fixes to come in, but if the given feature doesn't seem to be getting worked on, it may be better to disable now, as this gives us extra time for testing to verify nothing breaks in the process, and for getting release notes and docs updated.

Perhaps this would make sense as a bug triage project? A search for broken features that, if they don't get fixed by the end of bug hunt, can be fairly easily disabled and converted to 'wishlist'.
What would be the best way to flag/keep track of such things?

That's a great idea.
What would be the best way to flag/keep track of such things?
I would say, as a minimum, they should be 1. marked Critical, 2. milestoned, and 3. brought up for discussion on the mailing list. These are things that need maximum attention. It's possible if we highlight them strongly enough, some hero can step forward to do the firefighting to get them sorted out.
I don't expect that we'd have so many of these bugs that it will be challenging to keep track of them, but if so, we could introduce a tag for them.
For actually disabling the feature, there's a few ways we can handle it. The best way is to put in an option in Inkscape Preferences for enabling the feature (with an appropriate cautionary statement, maybe marking it experimental or whatever), but ship it turned off by default.
For smaller or more discrete features, it may be simpler to just drop the patch until it's had more development time. But I suspect most of the features we'll be looking at won't fall into this category.

We're at 264 / 500, so over halfway there.
I've gone through all the currently outstanding patches and pulled in all the ones that looked ready. There's 18 more patches but they seem to need more review or alterations, so I guess we'll leave them to a future release.

We've reached 384/500, so are within sight of the finish line. I bet the team could reach the objective within a week.
If each of us pick one or two bugs and work on getting them closed in this next week, I think we'll collectively be able to complete the QA work.
If you know of bugs which you absolutely think need fixed for the release, now is the time to really push for them. Even if you aren't the right one to fix them, you can play a role by locating the best person to do it, and encourage their speedy work (and maybe offer to assist where you can!)

I agree with Johan - a lot of bugs that are not in the tracker are still critical (at least to a certain extent) and are constantly being fixed (although indeed it seems that the rate has slowed down a bit, but this is probably due to vacations being over and such). It's a bit unfortunate that this slows down the scoring process and hence transition to the next release phase. Then again IMHO it's better to get these things fixed so as to obtain a more solid and stable release than to hurry forward but end up with a lot of bugs that will diminish the great impact and positive user echo anticipated for this release.
Question: How are regressions going to be treated? There are a couple that occured in the tracker in the past few days, such as:

Then let me rephrase - The rate of bugs being closed as fixed in Launchpad has drastically slowed down. Of course, getting bugs fixed directly in SVN is a good thing, however without a LP# attached to them, they're just "stealth fixes". ;-)

Yes, bugs that are milestoned 0.46 and assigned to an active developer will receive review even after the 500 point goal is achieved. So it's worthwhile to mark bugs you feel need addressed before the release as such. As well, if there are unreported bugs you're working on, that you want to fix before release, this is why it's good to get them registered in launchpad, milestoned, and assigned to yourself.
That said, please be selective in what you milestone at this point. There are many bugs which, while bad, developers probably won't have time to get to. Milestoned bugs should be a) highly visible to most users, b) not require massive architectural work to address, c) have an active developer assigned to them.
I periodically review the milestoned bugs and make adjustments. Many times bugs don't really need to be milestoned (just because they're not milestoned does not mean they can't be fixed, just that they won't be blocking the release). Others we can put off for a little bit, so can have their milestone set to 0.46.1 or 0.47.
Just as happened with features going up to frost, I'll be doing similarly with milestoned bugs going towards release - developers assigned to the bugs will be expected to provide status reports and estimates of time remaining. Bugs that look like they will take too long will be reviewed for alternate ways of addressing them (workarounds, disabling features, marking as experimental, ...)
Even with all this project management effort, I anticipate that there's inevitably going to be a handful of absolutely critical bugs that we're just going to have to release with. In just about every release we've put out there's been a few nasty bugs we simply didn't have the energy and/or time to solve, and we left them for the .1 release.
If people feel strongly that we still have far too many remaining bugs (and mental and others have commented on refactoring and code cleanup work needed), then one thing we could do is define these as the primary focus for 0.47. How would people feel about this?
