Could you test a modified Inkscape binary (from ftp://download.tuxfamily.org/inkscape/inkscape-12282-cairo-1.12.8.7z), give your graphic card model and tell me if it's slow or not? IMHO it could be a blocker for 0.49 on Windows.
I just downloaded your file : inkscape-12282-cairo-1.12.8.7z from April 19, 2013.
It runs fine for me, with just one rectangle with a radial gradient and very fast dragging, 2 Windows machines.
Windows XP, CPU: Intel 2.2GHz, Display: Mobile Intel 965 Express Chipset when dragging, Inkscape used 50% of CPU time, at rest it used 0%
Windows 7 (32 bit), CPU: Pentium 3.2GHz, Display: Intel G41 Express Chipset when dragging, Inkscape used 40% of CPU time, at rest it used 0%

An Inkscape r14630 build with Cairo 1.14.6 and the ruler patched is available here: ftp://download.tuxfamily.org/inkscape/inkscape-14630-Cairo-1.14.6+patch.7z
The patch is based on the ones applied to the Gimp code, and should fix https://bugs.launchpad.net/inkscape/+bug/1351597

Hi, I just tried out the download file inkscape-14630-Cairo-1.14.6+patch.7z. I compared it to current trunk on Windows XP, dragging a complex pencil object. I can't tell the difference between the two versions, looks good to me.
