Is it safe to start taking the release notes, and expanding them out further?
Are all the features / bugfixes we want to document listed on the wikipage[2]? Or are there some that still need to be added?

Hi Ryan, thanks for raising this. Yes, definitely safe.
I did a review through the notes and they look *really* good. In particular, I love the slick little visual demos for Node tool, Find/Select, etc.
* Replace 0.49 with 0.91. There's still a couple mentions left about it.
* Layers needs some copyediting and expansion
* Transform needs elaboration
* Markers could benefit from a screenshot, or better description
* PowerStroke description sounds WIPish, so may need copyediting for finalization
* Does Translations include all translation changes? Seems a bit short...
* The New Extensions section needs more detail explaining what each new extension actually does.
* The notable bug fix section only shows five items, which I suspect is underrepresenting things?

There's still some to be added. I started going through the bzr changelog last night looking for them, but ran out of time and only reviewed April's changes. These were items that looked worth reviewing for perhaps inclusion in the notes since they sound user-affecting.
13292 Merge in outline bitmap image preference feature 13269 Revert the xml editor to it's dockable behaviour and add a comment for the preferences. (also see r13262) 13268 Allow command line options -i and -j to effect plain-svg output, this involves cropping and reducing. 13264 Only apply the offset zoom when the document units match the zoom units 13263 Maximised should be the default state for new inkscape users 13259 extensions. Measure Path. add center point, modify path id (Bug 171331) 13250 extensions. Measure Path. add option to calculate center of mass. (Bug 171331)

Prefs > Interface > Windows: - NEW: optionally don't save & restore documents viewport (bug #928205)
Prefs > Behavior > Steps: - NEW: unit selector for steps (move, scale, inset/outset) (bug #170293) - NEW: option for relative snapping of guideline angles (rev 10307)
Prefs > Behavior > Clones: - NEW: optionally relink linked offsets on duplication (bug #686193)
Prefs > Input/Output > SVG output - NEW: optionally enforce relative or absolute coordinates (bug #1002230)
Tools > Text tool, Dialogs > Text and Font - NEW: lists fonts used in the current document at the top - NEW: select all text objects with same font as current selection - NEW (to be verified): support list with fallback fonts (CSS2)
