I propose to change the tool order to move the spray tool down and the text tool up a bit. The spray tool is quite neat but I can't imagine using it more than the text tool! The specific order would be:
Selector Node Tweak Zoom
Rectangle Box Circle/Ellipse Star/Polygon Spiral
Pencil Pen Calligraphy
Text
Spray
Eraser Bucket Fill Gradient Dropper
Connector

"Box" is a 3D element, so i think is better to be listed after the 2D elements. "Spray" may be in the free hand drawing group.
I think that is time to unify Rectangle, Ellipse, Star, Spiral and Box in a drawer http://library.gnome.org/users/user-guide/2.29/gospanel-18.html.en and an other drawer to Pencil, Pen, Calligraphy and Spray to a better space usage. The Inkscape may automatically discover if there is space to a full opened toolbox or if it may use the drawers. What you think?

I actually think that the text tool should get a more prominent place. While it may be nice to categorize the tools by type, it seems more intuitive to me to put the more basic tools where they are more easily found.
Not to complicate an already controversial thread ;)
