Any thoughts on what we should do for getting an about screen for this release? Contest?

Cool, that'd work. Perhaps the community could vote to narrow the selections to the top 10% for the developers to choose from?
Also, would it be worthwhile to tie this in with the deviant art community? Perhaps we can announce in both places but encourage them to use OCAL for uploading and ranking?

I like that...sounds like a good compromise...

I'd leave the content up to the artists, tell them what we want to show off, but let them decide how to do it.

Yes, I think using blur should be the only precondition, apart from (of course) using the Inkscape name, logo, and version number in the drawing. ("Draw Freely" would be nice, but not obligatory.)
