As I don't see a way to "solve" this (short of nuking or completely disregarding the old tracker), I tried at least to change the wording a bit to explain that reporters themselves might profit from searching for old bugs on Launchpad, too, instead of simply indicating that we don't want them to file duplicates even if the reasons would be obvious and the request warranted. (Actually I'm starting to realize that for these kinds of pages it's more helpful to pick a language that tries to explain how filing reports "properly" can be mutually advantageous for reporters and project members alike, instead of trying to explain from the point of view of either party).
