Some things to be careful of: let's be sure a new feature is really going to be in the next release before spending much time on it, and let's make sure that the details of a new feature are finalized before we finalize our documentation of such features :)

No worries, it's easy to forget!
Mostly the text will be the same. Where it's different is generally with new features or some minor differences with existing features.
Basically, you can handle this two ways:
1) build from svn or use a ready-compiled dev version if it's available for your platform 2) just write and if there are any discrepancies you notice, ask the list
I'd recommend the first, since it's lots of fun (and very useful) to see the new stuff being added. If you need any help with that, you'd probably do best to ask on the dev list since you're on Windows. However, I believe an attempt to keep regular svn packages on win is underway, so it might be as easy as downloading the latest package.
