Yes, I can confirm this. It looks like the translations for those menus are not loaded/not compiled into the gmo files for some reason.
I found that while everything else in the gmo file is in binary format, extension and filter texts are in plain text. It might be that something is going wrong during compilation... maybe.
I hope that maybe Patrick can have a look, when he has got some time.

I compiled the latest Inkscape from gitlab and found the sub-strings under both Filters and Extensions menus are still English even though the po files have those strings translated in FR, DE and zh_CN. Any ideas?
