Actually, these strings are not untranslatable, just not _translated_ in Russian. Ex.

The strings are shown translated in Ukrainian (complete translation) here.
Thus, it is up to Russian translators to do their job. ;)
P.S. I've added point "Comment[ru]=" for translating the comment in shortcut /usr/share/applications/inkscape.desktop. It's enclosed, please, merge it.
It is a common practice to have bug reports for such things (it is useful to see what branches have this fix and what else need to be fixed). Can you file the corresponding report here:
