Hello, you can find the .po files in SVN http://inkscape.svn.sourceforge.net/viewvc/inkscape/inkscape/trunk/po/. They're being regularly updated, you don't need to do msgmerge yourself. vi.po is currently 76% stranslated. Direct link to HEAD revision (i.e. always the up-to-date revision): http://inkscape.svn.sourceforge.net/viewvc/*checkout*/inkscape/inkscape/trunk/po/vi.po. Have fun!
