Interface translation is pretty straightforward, although if you've not done it before you may need a bit of time to learn the tools. There is a page that walks through the process here:

An early first step is to try to contact the person who last worked on the es_MX translation, to check if they have plans in updating it, and offer to coordinate efforts with them.
Of course, also ask questions here on this list, and others experienced with translation can assist.
