[Inkscape-translator] Vietnamese for 0.46 update

Hi everyone :) I have committed our complete and current translation for Inkscape. :D <pats herself on the back> It has also been completely reviewed, although we plan even more detailed reviewing soon, and Nguyễn Dinh Trung has translated one of the docs, and plans to do more!
