Where do we get the latest po files; in the RELEASE_0_46_BRANCH or as always a "svn update" should do fine?
Final .po with all strings for 0.46 are in the branch.

Via svn you have to checkout RELEASE_0_46_BRANCH, as Bryce already explained. (so, if you're on trunk, `svn update` won't get them, as you have to update the branch instead).
The freeze started at revision 17459, so be sure to work on that version of your .po (and to submit the correct one).
Translation updates will be handled as usual (via launchpad or this ML).
