There are no hard and fast rules but it means exactly that the translation was commited to some bzr branch. Note that someone the commiters don't set this status even if the translation was commited to encourage updates. It should not be necessary if the bug is assigned but in case you attach an updated translation it will help if you set the status back to "New".
I may be wrong, but I usually use "In Progress" when someone is still working on the translation, and change it to "Committed" when it's done (or when we're close to a release date). I changed all the translation reports to "Committed" recently because I thought that 0.48 was very close and that we didn't have time to work on it.
Anyway, it's not exactly how bug status are usually handled, thus tell me if you prefer the "Committed" - "New" procedure.
