I'm using lokalize for translation of po files for Inkscape.
It offers the option to auto-update a second po file for another software version (that's one of the reasons I chose to use it, so I could update translations for the (dropped) 0.91.1 and 0.92 in parallel). See docs at https://docs.kde.org/trunk5/en/kdesdk/lokalize/lokalize.pdf
It's a KDE app, though, and I don't know if it will run on Windows (using it on Linux Mint).
