The latest po file is for the development version ("trunk").
To be entirely sure of a file's version, check the revision number of
the files you want to compare.
If you want to try out your own translation, you may have to compile
Inkscape yourself (ask on IRC how to do that on Windows - the
documentation in the Wiki may be outdated).
If you don't want to test your own translation, but just want to see how
the phrases are used in the English original, you could also use the
daily build for Ubuntu from the ppa.
There are no regular builds for Windows, AFAIK. You could use a virtual
machine with Ubuntu for installing the latest development version. Let
us know if you want to try that, and need help with that.
