I guess developers could make the pipeline dependent upon the files that were changed if they wanted to - but not sure. You could stop the pipeline and ask devs to run it when they think it's necessary, that won't hurt (unless you submit in the last minute). Then they can decide.
If you need a more concrete reply, better ask in the development channel - René is the person who usually takes care of pipeline things currently.
