There are no hard and fast rules but it means exactly that the translation was commited to some bzr branch. Note that someone the commiters don't set this status even if the translation was commited to encourage updates. It should not be necessary if the bug is assigned but in case you attach an updated translation it will help if you set the status back to "New".
I think that Kris or JazzyNico (the comitters for my "bug") are currently in vacantion, or something. Is it possible that someone else do a commit until their return ? I just don't want to miss a possible release ...
