I tried to upload the file in the attachments but couldn't.
Is there another way I can send this back to the project to be incorporated in time for 0.92.4 release?

- If you have a gitlab account, you can make a merge request, which would be the easiest way for developers to incorporate your changes into the new Inkscape.
Before you submit your changes, double-check the branch name where you got your po file from.
master needs to go into master, 0.92.x into 0.92.x.
E.g. for 0.92.x:
* visit https://gitlab.com/inkscape/inkscape/blob/0.92.x/po/pt_BR.po (your language's po file in Inkscape's code for the 0.92.x series)
* click on 'edit'
* paste the new po file contents in (if it is from the 0.92.x branch)
* follow the directions for making a merge request (the interface is going to ask you)
* if you get stuck, make a screenshot, and post it here with your question
