I suspect the sensitivity is such that the pen is actually moving when
you click so the driver doesn't register as a click.
On my graphire 3 in windows there is a setting to change this
behaviour but inkscape seems to ignore it as I think it reads the
tablet directly it self when in any mode other than disabled.
Try holding the pen perpendicular to the tablet and see if you can click.
(This is the one reason I stopped using my tablet with inkscape except
when using the calligraphy pen. )
