With this in mind, I think 3 months is plenty of notice. I believe any contributor who steps away for that long would not be surprised that the project continues on in their absence, which of course we must do to support our users and community.
So with absolutely no disrespect to the Inkscape forum hosts, I believe we should continue with our plans within the active community.
I will bring it up at the next board meeting if it's determined we need a majority vote on it. In the meantime I'll post the concern to the board mailing list.
Thanks to Brynn for keeping up with it, and keeping us all in the loop with complete transparency and a compassion and patience that is truly motivating and inspiring. :)

At this point, I think we are still hoping and waiting. It's just that I'm wondering how long we should wait. Perhaps ironically, I was the one who advocated for waiting longer (few months) rather than shorter (few weeks). But it has been a few months.
I guess I should message the small team who has been working on this, and find out if it's time to take our next steps (after deciding what those steps will be). Your proposed solution is indeed one of those options.

We can try to talk to the InkscapeForum in the most peaceful and diplomatic way. If he/she does not collaborate with us we can start a new forum and mention in our site that the other one is NOT OFFICIAL forum. It can be used with no further problems but it is not endorsed by the project.

I am a long time inkscape user but I just recently found the forum. Maybe it is just me but isn't it possible for us to include the forum (www.inkscapeforum.com) in one of the main menus of the Inkscape website? (maybe under the option "community" of under the option "learn"?)
There such a rich wealth of knowledge and so many active discussions that I feel like I have rediscovered this application today altogether!
