I'm not sure this sounds like the same bug. In my experience, the problem only occurs with the menu item where the mouse is hovering -- because the highlighting makes the text color too close to the background color.
Andreas, did you ever change the theme?
I only still have Windows 7, so my instructions might not be quite right. But let's try.
Go to Control Panel > Personalization (or in case Windows 10 is different, try looking for Control Panel > Display and look for some way to change the theme)
It's themes which use a lot of transparency (generally called "Aero themes") where this problem occurs. If you switch to the Basic or Windows Classic theme, the problem should be fixed, if this is the same bug.
The Aero themes make everything look bright and shiny, like with reflections -- most evident in the titlebar -- while the Windows Classic and Basic themes use only flat color. Well "flat color" isn't exactly correct, because you can make it look like there's a gradient (from one side of the titlebar to the other). But there's no white, kind of cloudiness or bright reflective effects.
Let us know if that helps.
For the tool tips problem, if you switch to Windows Classic themes, you can set the text size and color for the tool tips. It's not an easy dialog to find, and there's a good chance it's different in Windows 10. But I can try to help you find it.
But first, try changing the theme.
By the way, I guess you haven't seen any problems like this, with other programs?

But I'm not firm with the exact definitions of the used terms ("rollover", "white out", ...) in the descriptions. Therefor I used simple words like "rectangle" in my own description.
GTK? Never heard.
When some elso, who uses Windows, has may be a helpful hint, what I can try to isolate the problem, please let me know.

The bugs all revolve around the colors in the menues not fitting together, so if you have a text color and a background color that are the same (or very similar), you cannot read the text.
I think Brynn might be able to explain how to switch the GTK theme on Windows. (GTK theme: the 'look and feel' of programs that use a specific framework (GTK) to create their user interface). She has stated in the bug comments that she had switched the theme. Brynn?
It's not a big thing to switch the theme - you can switch back quickly any time, so you can just try it out without any risks to verify if this is the reason.

Hello.
I installed the latest version of Inkscape on Windows 10.
Three effects I recognize:
1 Inkscape needs extremly long to start (about 15 seconds), much longer than every other application (about 1-2 seconds) on my PC with an SSD.
2 When I click any entry in the menu toolbar, an empty rectangle appears. Not any command is visible.
3 When I hover over any symbol in the vertical toolbar as well an empty rectangle appears.
How can I solve the problem please?
