I think this is what I was talking about a while back. An imported bitmap sizes in inkscape apparently as SVG points. Bring up a bitmap in gimp and 1:1 it and 1:1 the same bitmap in inkscape. The inkscape bitmap is smaller. It displays correctly if I view the svg in Illustrator. This also affects exporting bitmaps. One way I work around it is to size the SVG width/heigth to the correct size. Not perfect.

Why, you can use "Zoom 1:1", which displays the image in the actual pixel size. Just click on the magnifying glass, and then you have the option "1:1" in the menu bar at the top (at least up to v 0.39).
