I'm not sure how I would report this as a bug, but I have got this SVG in which the blur never exports correctly to bitmap.
It always shows an artifact in the blur, and I can't tell exactly what is causing it, becasue it only shows up after the export.
I am using Inkscape 0.45+devel, built Dec 14 2006 on WinXP.
