Hello Ryan,
This is very good, it makes a lot of sense to present things like that. I think it would be useful to also be able to rename the objects through this dialog in order to help get things organised in complex drawings. Also, it would make the selection of objects within a group much easier.
I think you need a box for turning on and off the "sync with selection" behaviour, which would automatically expand the relevant parts of the Layers dialog tree depending on which object is being selected on the drawing (for those who use Eclipse, an analogous feature is that it can sync the tree on the left with the source code file that you're viewing in the main view).

The other day, i decided to lock an object using the "lock" checkbox in the properties dialog box, and when i wanted to edit this object again, the only way i could find to unlock it was to edit the XML using the XML editor.
This got me thinking, how could an easier way be implented? microUgly and i were throwing around some ideas at http://inkscapeforum.com/ and we thought, why not be able to change these properties of objects in the layers dialog box? anyhoo, the moral to my rambilings is that i did a simple mockup of how this may work: please tell me what you think...
