I posted a message a day or two ago to the openclipart mailing list and was told there was some ongoing server troubles, and that they were trying to get it straightened out ASAP.

Freedesktop.org (they host openclipart) has been having trouble the past couple of weeks. I have no idea how soon they may be back up.
