I use to make a lot of icons in Inskape for my job, and there are two tools that make this job considerably easier. Both are for WinXP, though. I assume we're making a lot of icons, though, and that the icons are saved as svg files in a single directory. This is what I do: 1) use a batch file to convert them to PNG 2) use a program called IconBox or toycon to convert them to windows ICO files
Ok, in more detail:
1) The batch file is a text file that you can make in notepad. Just open notepad and copy paste the following text in it (without the dotted lines) ------------------ for /R %%i in (*.svg) do "C:\Progra~1\Inkscape\inkscape.exe" -f "%%~fi" -e "%%~dpni.png" -w 256 ------------------ Then, save the file in the same directory as the icons under the name "svg2png_256.bat". Now, execute this file by double-clicking and it will convert als SVG files to PNG files. Very easy. Saves the trouble of exporting them manually to PNG files all the time.
2) go to "http://www.customxp.net/forum/showthread.php?p=121578" (French language, I'm sorry) and download toYcon (formally named IconBox), install, execute and drop the directory with the icons on the program! Done!
Ofcourse, for a single file, step number two is enough and it will just convert any PNG to ICO. Just what you need, isn't it?

You can't save directly as .ico from Inkscape. A good option is to export a PNG, open the PNG with GIMP (http://gimp.org) and save from there as .ico
