Bad luck. Did you also try 'pstoedit -f plot-svg' instead of 'pstoedit -f svg'?
(By the way to convert from ps to svg I'm using right now pstoedit to convert to .sk and then load the .sk file in skconvert and export to svg, a bit unpractical!!)
Isn't this the way in which it is done anyway using the extensions scheme in inkscape? Given that your system is properly configured (search path, names of executables) this is supposed to work automatically, i.e. then you should be offered the option to load ps-files in the 'Open ..." menu.
