I asked the same question a couple of months ago. A work-around that I got was:
-Export at a ridiculous resolution (270 dpi if you need just 90) and scale in back in Photoshop (or the Gimp) while turning 'oversampling' off.
Another option that just occured to me, is to turn the anti-aliasing off for scren-rendering and make a screen-copy. Didn't try it myself yet, but who knows.
And, well, maybe complicated, but another Photoshop option might be:
1. export at normal resolution 2. open in PS 3 duplicate layer 4. force upper layer into black and white 5. go to channels -> pick the 'selection from channels' icon at the very bottom 6. invert the selection 7. select the bottom layer 8. fill with white (if that is the background color you want

There is currently no way to disable antialiasing when rendering text to a bitmap format.
'oversample bitmaps' controls the rendering of included bitmap images: if you have a high resolution image, and are rendering to a low-resolution target (like the screen), the setting determines whether Inkscape just uses one of the included pixels, or tries to interpolate the value. (Note, this feature was broken in 0.45 and 0.45.1, but is working again in recent dev builds).
'simplification threshold' controls how strong the 'simplify' command in the 'Path' menu is. The tooltip that appears when you hover over the value explains what the number means.
Turning off antialiasing for rendering is a commonly-requested feature, but is still waiting for a motivated user/developer to implement it... How's your C++? :)
