- Yes. Inkscape keeps its editor data by default. If you want something different, you need to explicitly select that option every time (the options you set last are kept, AFAIK).
You can change the standard output a little in Preferences -> Behaviour -> Transforms and Preferences -> Input/Output -> SVG Output.
I don't think this is bad, because it protects the less tech-savvy users from accidental data loss.
More advanced users can also just use the corresponding command-line tools (e.g. scour) directly, which is probably the quickest solution.
(btw. I've been working on the chart extension a little - it's got more options now, and soon will be able to deal with the LibreOffice CSV file directly, without any previous file editing)
