Yes, because you are inside it. You are temporarily treating the group as a layer.
Also, apparently, I must shift-select the new object to be added and select GroupSelectedObjects, and then double-click again to exit group. Is this correct?
No, they remain grouped, no need to group them again. Just double click in empty space, or right-click > Go to parent.
