I work with printing press, in my experience opacity use to be a issue.
I suggest to edit the image in GIMP, KRITA or PHOTOSHOP to the color level that you need and then import the edited image into your design. Also, for press output you should be better served by Scribus than Inkscape.

The problem is that Inscape and .svg are not formats they typically work with, so not providing the file from AI or PS pretty much puts me in the position of having to prove it's not my fault and/or figure out how to fix it.
