Ugh... Can you please file an enhancement request which says:
"Fill and Stroke" dialog should have a button to register external bitmap images as fill patterns.
There should be an option to
a) add the image just to this SVG document (make a copy of the image) b) add the new pattern to inkscape (copies the image to the users' settings) c) reference the pattern as an external file (leaves it where it is but with the danger of loosing the reference to it)
