Alternatively one could have an option to specify the coordinate system: 0/0 on top or on bottom. SVG/Inkscape is frequently used for screen design and for this purpose it might be better to have the origin on the upper left.
I also think that it is suboptimal that the coordinate system in the XML editor (SVG source) is different to the coordinate system displayed in the user interface.
But then there might be many designer who don't care about coordinate systems at all ...
You can add it at the bug tracker system. I also think it is a bug. You can also add the option that the user can select the coordinate system to be used: origin upper left or lower left.

Yes, but also that Inkscape does recognize this setting when the page is scaled, since that is with what this thread started!
