Hi,
In Inkscape the user sees the text frame (the blue one with the handle in the bottom right corner) only when text editing is enabled. In case text edition is not enabled (for example when working with the object selection tool), the user sees the object handles because Inkscape behaves like the text box is a normal object that can be resized and its proportions altered. Also, if the text frame is smaller than its content, the text is just hidden and no warning is shown. It is then very simple to forget some part of the text, specially working with a language that the user don't understand.
Compared to Corel Draw, this behaviour is a minus (speaking of usability). Corel behaves this way: A text frame object is always handled as a text frame and is always visible when the text object is selected. There is no need to have the Text tool enabled to see the text box handles (and there are 8 handles that alow resizing of the text box in all direction, instead of only 1 in Inkscape). Even with the Object Selection tool you can resize the text box so the text just flows inside the text frame without altering the size and proportions of the letters. If the user wants to resize the text box AND alter the size of its content (for example shrink the text size without changing its layout), then it can be done as described previously but with the ALT button pressed and by grabbing one of the 4 corner handles.
Another plus is that in case the text box is smaller than its content, then the bottom center handle features a small arrow turned down (like "there is more text than what you see").
P.S.: All the previous description of the behaviour of Corel Draw is based on version 12.

If you enter more text then the widht of the box, Inkscape, Corel and Scribus just cut off the lines that don't fit.
Indeed, in Corel and Scribus, if you change the box, the text doesn't scale but 'reflows'. This, indeed, Heathenx, is the behaviour you need for DTP applications.

OK. When I set up text in CorelDraw I usually prepare a text frame, then insert the text. Then if I need to change the text frame dimensions I change them using the normal top/side/diagonal arrows. The critical factor for me is that the text itself stays the same size. Ie the point size and height/width do not change.
If I do the same in Inkscape then the height and width of the letters changes with the frame and the text does not remain the same. I find this incredibly frustrating to the point that it is a real limitation on using Inkscape where text is involved. Xara behaves like this as
well.
Is there a setting in Inkscape that enables me to have the text untouched during these frame changes? I guess I am looking for something like the scale change button that allows you to scale the line dimensions or not as the scale changes. It may be staring me in
the face.

That's interesting. I'm sure that I just don't understand but what benefit is this to the user. If you add text to a frame that isn't big enough does the frame change in size or does the text get cut off like in Scribus, for instance? Is that how CorelDraw works? Just curious.
