I'm working at an 800×600 resolution, both in Windows and in Linux. When switching to 1024×768 the problem vanishes.
I'm pretty sure that the toolbars are the problem. If you float the toolbars, you should be able to resize the main window. You can also disable them via the View-->Show/Hide menu.
It does solve the problem, though it generates another: there is no place to put the toolbars so that they don't get in my way.
But I can't always work at that resolution - my poor little screen was not designed for such abuse, so I can't distinguish any details at 1024×768.
I'm guessing it's a monitor problem, not an Inkscape zoom problem,
My monitor is working fine. Most other Linux programs are working fine. Inkscape under Windows is working fine. Only Inkscape under Linux is broken.
but just in case... You know you can zoom in Inkscape with Ctrl+Scrollwheel, right?
