Select two paths (only paths are supported at the moment) and use Effects > Generate from path > Interpolate.

However, quite often blends are used for smooth complex-shaped transitions, and for that purpose, simple blurring may be more appropriate. It is already available (though buggy) in the SVN version and will be in the next release of Inkscape.
