[Inkscape-user] [NEW] blend modes moved to layers

Because SVG has problems dealing with blends on non-top-level children (in our case, that generally means non-layers), I've moved blend modes selection to the layers dialog and made it per-layer rather than per-object.

If you have existing artwork with blend modes on individual objects, or want to create new artwork with blend modes on individual objects, that can still be done from the SVG filters dialog.
