
You could also try using ImageMagick's viewer which handles svg files.
You can get the installer file for Windows at: http://imagemagick.org/script/binary-releases.php#windows
Then once it's installed you open up a command window and type 'imdisplay' and this runs a simple gui program which will let you view all kinds of images including svg files. Not entirely sure how well supported the svg format is. But it did open up various svg files on my XP machine here at work.
I've been browsing around looking for something for the past half hour and I have to say I'm appalled that there doesn't seem to be any file manager for XP that would give the same svg thumbnail capabilities as nautilus does in linux.
There are several other projects on the ImageMagick website that have gui interfaces to the ImageMagick commands so they might work as well. There are also a lot of projects to interface with ImageMagick for a lot of different languages too. I should quit playing around with Inkscape and scrape the rust of my python skills. ;)
