Ah, the world has forgotten command lines :(
I would surmise that you open a command prompt, make sure inkview.exe is in your path, goto an svg file and inkview.exe somesvg.svg
You could also make an icon on your destop (shortcut to inkview.exe) and drop svg files onto it - that may work.
right-click on a SVG file, "open with...", browse for inkview.exe and check the box to always use it (I hope I remember well from the past Windows days).
