Not sure about 'correct', but when I need an unusal extended character in Windows, I generally use the Character Map (Start -> Accessories -> System Tools), and select it from whichever font I'm using.
In Windows you can also hold down the Alt key, then type in the decimal Unicode value on the numeric keypad, releasing the Alt key to insert the character, though this doesn't appear to work in Inkscape (yet :) )..
Haven't tried that, but Ctrl-U - [unicode value]-[enter] does work. Thanks to all who replied. Everything is fine, and I learned something.
