Ok, it makes some sence. never thought of that.
Personally I would preffer using the same shortcut to show/hide dialogs and alt+tab to navigate, but I can live with this solution too.

It is used for something else: it is used for giving focus to a dialog which is already on but lost focus to the main window. This way you can Tab through controls in the dialog, change some values, and presss Esc to return to the main window, all without using a mouse. If you want to close the dialog, just do dialog shortcut followed by Ctrl+W.
