Your screenshot shows normal text, not boxed text. In comparison with corel (you seem to be familiar with it) it is like you are working with "artistic text", not "paragraph text".
To create a boxed text in Inkscape, select the text tool, click and drag the cursor to create a text box and ten paste or write some text inside.
The text frame is blue and is visible only when you have the text tool selected and the text box is selected too.
