You are actually encountering two issues here. One is that the glyph is not showing up. The second is that Inkscape is not allowing non- printable characters to be input via it's Ctrl-u method.
For that entry problem, go ahead and file a bug report that Inkscape's input does not allow private use area characters to be entered. That, at least, can be fixed in Inkscape's code.
