This is sort of a known problem, although that amount of lag is unusual. Essentially, Inkscape does a lot of work to determine which shape the cursor is over at a given moment for status bar displays cursor shape updates and so forth.
How fast is your machine,
It's a Pentium 4, 2.53GHz, 512 MB RAM.
and do you see the same behavior when using a regular mouse as opposed to the tablet?
At the moment I don't have another mouse connected, but it's working perfectly with the inbuilt synaptics touch pad.
If there's a dramatic difference, you may be able to mitigate the problem by reducing the tablet resolution, if that's configurable (less frequent events means it's easier for Inkscape to keep up).
It IS dramatic! Fun to use vs. not usable at all ;-) I can try to to find the related settings.
While thinking about it, I know that I have problems with my usb connected peripherals (tablet and keyboard). For example it's not possible to view dvd's while they're connected. I will try to play with this, too.
I'm still exploring solutions for making this faster on the Inkscape side (mostly not trying to process EVERY motion event when there are a lot).
This may help, but it can't be the main problem in my case.
