The newer Inkscape 1.0 is HiDPI aware, it has been for a while now. It's not the released stable version though.
HiDPI affects many operating systems. Linux and MacOSX both have HiDPI bugs which have been cleared up with the use of Gtk3.
If you'd like to test the new version, there are windows builds I believe.
