The thing nobody thinks about is that if we put objects in the layer dialog, then what does it mean when you select a layer versus an object? You can't make most objects the current layer, but sometimes you also want to be able to select a layer like an object. Adobe Illustrator tried lumping it all in the same dialog anwyay, and the result was weird and confusing.
I think the real answer is to have an objects dialog separate but similar to the layers dialog that shows everything (layers included). It could probably be evolved from the tree pane in the XML dialog. That way, it's very clear how things work: you select a layer in the layers dialog, it becomes the current layer; you select anything in the objects dialog, it becomes selected on the canvas.
Does that make sense?
