That looks like a great plan, and (I assume) it's made by the developers knowledgeable in what's already in the software and how difficult each step will be.
About the only thing that raised my eyebrow was the mention of d-bus in 1.4: I hope d-bus is never a hard requirement, and Inkscape always remains init-system agnostic (which means checking libraries for such init-agnosticism).
And it looks like the roadmap will integrate SVG2 features, but keep them in the "inkscape" namespace until SVG2 is in the final stages of adoption. And until SVG2 is widely adopted, the plan is a graceful fallback to 1.1 if requested. Nice!
