That is definitely not the case. I have been using a Wacom graphics tablet with GIMP and Inkscape under Linux for just coming up on two years, and haven't observed the behaviour you describe.to edit nodes with the mouse rather than with the stylus anyway.)
I have a similar problem to the O.P.'s:
I'm using Inkscape 0.45 on a Windows XP machine, with a Wacom Intuos tablet. If I use the mouse/puck I can use the pull-down menus, but if I try to draw, the item gets drawn a long way to the right of the cursor. I also cannot select any objects. The stylus works OK.
I have not observed this behavior in any other application besides Inkscape. I guess it's a bug rather than feature!
